“Since the government’s initiation of PV poverty alleviation endeavors, as a EPC contractor, GCL System Integration (GCL-SI) has given full play to its R&D and manufacturing advantages to combine PV development with poverty alleviation. Remarkable results have already been seen due to GCL-SI actively getting involved in the poverty alleviation work.” said Chai Jingyu, vice president of GCL Energy Engineering Co., Ltd., a wholly-owned subsidiary of GCL-SI.
At present, energy project EPC business has become another important profit growth point for GCL. In 2017, GCL Energy Engineering won biddings for 450MW of domestic photovoltaic power station projects, of which, photovoltaic poverty alleviation projects were 430MW, accounting for 96% of the total winning bid. As of March 2018, GCL Energy Engineering has undertaken a total of more than 1.2 GW of EPC projects for domestic photovoltaic power plants, and more than 700 MW of poverty-relief EPC projects. The projects have been implemented in many provinces and cities including Anhui, Jiangxi, Henan, Shanxi and Hunan. Due to its outstanding performance in power plant poverty alleviation projects, GCL-SI won the “Photovoltaic Poverty Alleviation Enterprise of the Year Award in China” in 2017.
Technical innovation, building benchmark solar power stations
As an important strategy for poverty alleviation, industrial poverty alleviation is the key to the whole cause. As one of the ten precision poverty alleviation projects set by the State Council Poverty Alleviation Office, PV industry poverty alleviation has, in recent years, received generous support from the State in terms of the construction quota allocation, tax relief, and land use permits.
Although the overall development momentum is good, there are also many difficulties in the actual development and construction of photovoltaic power plants.
“Since most of the poverty-stricken people live in remote areas where resources are scarce and economically backward, the construction of PV projects in these areas requires working in the steep terrain, complex ecological environment, and conforming to the environmental protection regulations. Some installation had to be carried out at mountains with 45 degrees or more slope, therefore the construction was very difficult. At the same time, many projects have pressing construction deadlines, high quality standard requirements and other challenges. For a better poverty alleviation outcome, we also built the PV stations with tailor-made designs based on the local terrain and environment condition.” Said Chai Jingyu.

Setting up intelligent operation and maintenance platform to ensure the benefit of poverty reduction
Poverty-alleviating power stations are small in capacity, widely distributed, and difficult to maintain in the later operation period. In order to ensure long-term stable operation of power plants, besides the comprehensive cooperation on inverters, GCL-SI and Huawei have jointly developed a smart operation maintenance and management cloud platform, integrating online and offline modes to realize comprehensive monitoring, detection, diagnosis, and operation management for all station equipment, helping maintenance staff locate and eliminate potential threats.
